Ichigo fights Kirge's group while the Vandenreich and shinigami discuss their next moves. It's all your fault, Old Man Yama. Summary: At the Lieutenants' meeting, Kira brings up the point that for some reason the investigation into the disappearing Rukongai citizens have been suspended. Yachiru tells the others what Ikakku and Yumichika had found about the footprints, and based on the presence of sandal footprints Kira concludes the the shinigami has something to do with the disappearances. Kira questions Nemu about the situation since the 12 division is responsible for investigating strange matters, but Nemu states she doesn't know anything. Kira then plans to report this to all the captains. Back in Hueco Mundo, Kirge states that he knows who Ichigo is and he and his underlings attack Ichigo with their Quincy bows. The battle is reported to Vandenreich HQ, and the "king" decides that this is the right moment to invade Soul Society since Ichigo is tied up against Kirge. Meanwhile in Gotei 13 HQ, Mayuri has a private meeting with Yamamoto and states he mobilized his division to kill 28000 Rukongai citizens to compensate for the imbalance of souls created by the hollow disappearances. Yamamoto tries to blame Mayuri's division for the current situation, but Mayuri states that this whole issue with the Vandenreich happened because 1000 years ago Yamamoto failed to kill the "king" of the Quincies. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ This chapter 100% confirms that the Vandenreich are Quincies, and they are probably looking for payback for their near-annihilation at the hands of the shinigamis. From what was said, it sounds like the Quincies are back because Yamamoto couldn't kill the Quincy leader during the Quincy-Shinigami war. Yamamoto and Mayuri are trying to hide stuff from the rest of the captains and lieutenants (such as killing citizens to keep the soul balance), but Kira and lieutenants know something is up, and maybe some of the captains know something too.
