The Social Security Administration uses a Blue Book to determine eligibility for Disability. The Blue Book contains the basic requirements for being considered disabled. You must meet these basic requirements in order to have your disability application approved. The minimum requirements for Kidney Cancer: 13.21 Kidneys, adrenal glands, or ureters- carcinoma. A.
