Yay me, I finally found Wellmanson's in Quiapo! I frequent Quiapo because I like to scrimp on clothes and accessories and despite having gone through Villalobos Street xxxx times already, I have never noticed the Wellmanson's shop. I don't really reserve a particular time each day for reading, except the early morning commute to work. And even that is dependent on my mood.
